William Richard "Billy" West (born 16 April 1952) is an American voice-actor and comedian. He is best known for his voice roles in Ren & Stimpy (both the John Kricfalusi-run version and the Games Animation version that ran on Nickelodeon, though not the Adult Party Cartoon version that was on the former Spike TV network, as West had severed all ties with John Kricfalusi), Futurama, The Howard Stern Show, and Doug (the Nickelodeon version, not the Disney/ABC/"One Saturday Morning" version).

He voiced Bugs Bunny in Space Jam and Elmer Fudd in The Looney Tunes Show. After Don Messick died in 1997, some new Tiny Toons video games were in development, some of which included Hamton as a character. Billy replaced Don for the PlayStation game Toonenstein: Dare to Scare and the ultimately cancelled Tiny Toon Adventures: Defenders of the Universe.
